The Battle In New Orleans
It's obvious that Katrina won the battle and what was New Orleans will eventually become Newer Upper Orleans. When the water subsides it is time to roll out the heavy equipement and push down what is still standing and cover it up with twenty feet of soil. Centuries from now archeologists will uncover what was Old Orleans.
Louisiana's brother-in-dyke across the Atlantic Ocean is much better off in that they don't appear hampered with hurricanes so keeping their fingers in any holes in their dyke is no big deal. I'm no expert in this, but that appears to be the case.
It's just not plausible to have a city below sea level - at least in the Western Hemisphere. Ergo the heavy equipement. Truck in the needed fill. Bring it from far and wide and to hell with the cost. People living in safety is more important than money.
When the land is built up, build your new city. You'll certainly have plenty of time to plan it out because if this is going to be done, it's gotta be done right. We never want to see this sort of a disaster befall us again.

But Now The Nasty Part Of This Post

Everybody knows about the incompetence of the New Orleans police department. They are on record as being as criminal as the criminals. That is a given.
What is inexcuseable is the incompetence of the Louisiana Government, namely its opinionated Governor, and the Mayor of New Orleans itself.
And what makes me say that? Look below at the pictures of unused buses now floating about that were never used to evacuate the population of the city. The sight of these neatly parked vehicles sickens me when I think of the countless dead that are the direct result of an elected representative failing at his and her job.
