Germany Looking To Help Now

When George Bush was looking for allies to help out in the War on Terror, Germany said no. Actually, they said a lot more and actually condemmed the United States for attacking Saddam Hussein.
It seems that Germany now would like to help out with rebuilding Iraq, at least that's what they told Condoleeza Rice on her recent trip there.
